Gary Doolan R.I.P.
Blacklist Support Group send our deepest condolences to the family and friends of Gary Doolan, National Political Officer for GMB who has passed away. Gary always fought our corner; standing with us on pickets, protests and at the High Court. Gary also got us private meetings in parliament which led to the Labour manifesto pledging a public inquiry into blacklisting (under Ed Milliband). In his role as Labour Councillor in Islington, he took the £16m a year housing maintenance contract away from Kier because of their role in the blacklisting scandal. All the workers were taken back in-house. Islington were the first local authority in the country to publicly take that step. This is what solidarity looks like and what our movement should aspire to.
"There are times when doing the right thing is easy. There was no other way to deal with this, but to send a message loud and very clear to any contractor wishing to bid for work in our borough, in that those contractors who are guilty of blacklisting will be excluded from any tendering for work. Islington is the first local council that’s made this statement. If it’s right for one council to stand up for workers, it’s good enough for all the others to take the same stance. Perhaps that way blacklisting will finally be eradicated". Gary Doolan R.I.P.

Blacklist Support Group News

1. The Labour Manifesto pledges to hold a full public inquiry into blacklisting whereas Theresa May has repeatedly refused to set up a public inquiry when she was Home Secretary. The polls indicate that the General Election is now a 2 horse race between Labour and the Tories, therefore the Blacklist Support Group is encouraging its supporters to vote for a public inquiry on June 9th and where possible to volunteer in the campaign.

BSG set up a video shoot with other rank & file union activists outside parliament and the Conservative Party HQ last week.
Share this video to support the campaign. The pop-up gig by Steve White & The protest family on the steps on Tory Party Central office has also started a Guerrilla Gig Challenge amongst musicians - if you know any band that has performed a political slot in the street or outside a hustings, post a video on social media using the hashtag #GE2017GuerrillaGigChallenge

While at the gig outside Tory Party Central Office, the Reel News photographer Guy Smallman managed to take photos of Steve Back leaving the Tory HQ, the photojournalist whose pictures have been used to smear Jeremy Corbyn and John McDonnell.
2. Our giant Corbyn banner has become a 'thing' in the campaign - after it appeared on the Kop and at Goodison, working class voters are flocking to be associated with the campaigns on it - Blacklisting - Hillsborough - Orgeave - Shrewsbury (plus Corbyn & McDonnell). Videos & photos are appearing all over social media  The iconic image is now available as a t-shirt with all proceeds going to food banks across Merseyside - great work by Roy Bentham who have been on Radio Merseyside and the Liverpool Echo.
Associated media coverage:

3. The fascist English Defence League were chased out of Liverpool at the weekend by over 1000 scousers and the Blacklist Support Group banner was proud to be in the middle of it. Photo attached.

This is because of the CCRC reluctance to give a decision on whether of the not the case of the Shrewsbury Pickets is to go to the court of appeal. Campaigners have been told time and time again that a decision is imminent. The case of the Shrewsbury Pickets is 45 yrs old. There can be no place in our society for miscarriages of justice to go unchallenged.

5. Spycops
New judge to take over at the undercover police inquiry due to the ill-health of Lord justice Pitchford.

Scottish police were seconded to work in the disgraced NPOIU undercover policing unit - little wonder campaigners complain about the police investigating themselves again - Full public inquiry needed in Scotland.

Roy Bentham Becomes BSG Joint Secretary

ROY Bentham, blacklisted carpenter / joiner from Liverpool, has been unanimously elected as joint secretary of the Blacklist Support Group at the campaign's recent AGM at University of Greenwich. He will share the BSG secretary position with Dave Smith, who will remain in the role.

Roy Bentham was blacklisted after taking the role of shop steward on the Connah's Quay power station project in the 1990s and is currently the UNITE branch secretary for the Liverpool construction branch. He is also an avid supporter of Liverpool Football Club and as a Hillsborough survivor worked alongside the Hillsborough Justice Campaign and was a founding member of the LFC fans union, the Spirit of Shankly

Roy has been a leading BSG national committee member for a number of years, speaking at union conferences across the country and organising protests against ongoing blacklisting at Anfield stadium, the Alder Hey hospital and the Royal Liverpool hospital. He has participated in negotiations with lawyers representing the 8 major contractors during initial talks over the compensation scheme, as well as with Liverpool City Council, Liverpool Football Club and other major clients about contemporary blacklisting.

Roy has been a vocal supporter of Jeremy Corbyn and John McDonnell, celebrating Corbyn's re-election as leader of the Labour Party by watching LFC with John McDonnell and unfurling a pro-Corbyn banner on the Kop before the match.

Roy Bentham commented:

'I'm immensely proud to be representing the Blacklist Support Group now I've been elected. I'd like to pay tribute to all the Committee and activists for their continued and unstinting work as we now focus on stamping out contemporary blacklisting and like Orgreave and the Shrewsbury pickets, redoubling our efforts for a full public inquiry into The Consulting Association scandal under an incoming Labour government.'

Inquiry into police clash with miners

THE Government is about to announce an inquiry into police conduct at the so-called Battle of Orgreave in 1984, it has been reported.
The witnesses at Orgreave  have always insisted that the South Yorkshire Police orchestrated a pitched battle between striking miners and officers at the town’s coking plant.  At the time in 1984, the media tended to portray the miners as aggressors rather than the police.
But since the more recent findings over the Hillsborough disaster, which took place five years later in the same police force area, there have been allegations suggesting the evidence against the miners was 'falsified'.
Now the Home Secretary is said to be considering what precise format the inquiry will take.
Reports suggest mounted police charged the crowd in response to some missiles being thrown. Labour MP Tristram Hunt, a historian, has previously described the episode as 'legalised state violence'.   Altogether 95 miners were charged with offences following the clashes, but their trial collapsed.

Sean Taylor & the Blacklist Anthem

SEAN Taylor, the critically acclaimed singer songwriter has written a campaign song for the Blacklist Support Group that is set to become an anthem for our movement.
Blacklist Number 1 - Sean Taylor
Available as a download single from 3rd June (video & remixes coming soon)

Sean Taylor explained his reasons for writing the song:
'The Blacklisting campaign stands alongside Hillsborough, Orgreave and Bloody Sunday. The song is an act of solidarity and resistance.
Plus Dave kept hassling me.'

Dave Smith, secretary Blacklist Support Group gushed:
'In decades from now Blacklist Number 1 will be part of the standard repertoire for protest singers. The song is about the blacklisting scandal in the UK construction industry but it will quickly become an anthem wherever workers are victimised for standing up for their rights. Expect to hear the instantly sing-along chorus on picketlines from the US and Australia to South Africa. It'd make a great soundtrack in a film.
Blacklist Support Group are privileged that such talented world class music professionals have been prepared to support our fight for justice. Thank you and take a bow.'

The singer songwriter's music regularly appears on radio, where his haunting guitar sound (reminiscent of John Martyn) has been championed by Bob Harris on Radio 2. In 2013, Sean released a blues version of You'll Never Walk Alone in support of the Hillsborough Justice Campaign.

The official music video for Blacklist Number 1 has been produced by Shaun Dey from the video activist collective Reel News previously responsible for videos for bands such as Alabama 3 and DC Ruts. Shaun's activist reportage of the blacklisting scandal has been shown at the V&A, Banksy's Dismaland and Shangri-La at Glastonbury Festival.

Kelvin MacKenzie & 'The Truth'

A SHAMEFACED Kelvin MacKenzie, the former editor of The Sun, was ambushed by the media last week following the finding of an inquest jury that the 96 fans who died at Hillsborough were unlawfully killed and went on to pinpoint police failures before and after the 1989 FA Cup semi-final.
Mr. MacKenzie, when The Sun editor in 1989, had printed a front page which wrongly accused the Liverpool fans’ hooliganism and as a contributing factor to the death of 96 people.
Now, it seems, Kelvin MacKenzie regards himself as 'a victim' of Hillsborough in so far as he claims that he was duped into believing the police accounts at the time.
Last Friday, on the News Quiz on Radio Four Jeremy Hardy said MacKenzie was taken-in because at the time 'he had wanted to believe' the false police accounts that some Liverpool fans had urinated on police and had picked the pockets of the dead.
According to the Huffington Post the former Sun editor, MacKenzie told an ITV reporter who cornered him at Weybridge station in Surrey:

'It’s been an absolute disgrace what the police have done in South Yorkshire these last 27 years.
'I feel desperate for the families and I also feel that in some strange way that I got caught up in it. I feel terrible for them.'

This is a rather poor response from one of the gentlemen of the press, who should have known better.

Meanwhile, last week, the Daily Mirror, a rival to The Sun, was gloating:
'Former newspaper editor Kelvin MacKenzie claimed he “got caught up” in the Hillsborough cover-up.  Mr MacKenzie signed off on the The Sun’s shameful ‘The Truth’ front page in the wake of the 1989 disaster. '

Call for Public Inquiry into Police Spies

BLACKLIST campaigners have called for the Public Inquiry into undercover police spying on the the Lawrence family to be given a wide enough remit to investigate police collusion with blacklisting. Despite documentary evidence proving beyond doubt that undercover police officers were linked to blacklisting there was no mention of this in the statement made by Theresa May to MPs.

On the very same day that the Home Secretary announced a public inquiry into the activity of Special Demonstration Squad officers spying on the Lawrence family, Operation Herne has published its 2nd report into the actions of undercover police officers. Blacklist victims condemned as a whitewash the non-findings of the police report into police collusion in the blacklist conspiracy, which describes police discussions with blacklisting organisations as driven by 'civic duty'.
Blacklist Support Group statement:
'The Operation Herne report demonstrates exactly why victims of undercover police surveillance have no faith in the police investigating themselves. There is already irrefutable evidence in the public domain that officers from undercover police units actually attended secret Consulting Association blacklist meetings, yet this is not even mentioned by Herne. Undercover Special Demonstration Squad officers are known to have posed as construction workers and infiltrated picket lines and union meetings. Information on some blacklist files could only have come from the police or the security services. In relation to police collusion in blacklisting, the Operation Herne 2nd Report is a complete whitewash.

'Only a fully independent public inquiry into the full extent of police links with corporate spying will expose the undemocratic shady practices. Any public inquiry should not be narrowly focused on the Lawrence case but should encompass the sexual relationships with female activists, Hillsborough, environmental and anti-racist campaigners, blacklisting and police collusion with big business.

'There are secret political police in the UK - they are called Special Branch, MI5 and GCHQ. They spy on their own citizens who are involved in perfectly lawful political campaigning. We will continue to fight until we achieve justice'

Allegation - SDS supplied intelligence to ‘The Blacklist’

On 18 August 2013 in The Guardian, Peter Francis claimed that he gathered intelligence on Trade Union Activists and passed it to a ‘black listing agency’. He claimed that he provided information regarding two specific individuals and that their details subsequently appeared on the ‘list’.

The first notification received by the MPS into allegations of blacklisting stem from a complaint from Christian Khan Solicitors in November 2012. This was made on behalf of the Blacklist Support Group. They allege that the MPS, Special Branch (including SDS) were complicit in the supply of information to the Consulting Association and similar organisations. They asserted that this practice led to people being unable to obtain employment. The allegation was referred to the Independent Police Complaints Commission (IPCC) and initially they supervised the investigation. Between May and June 2013, they reviewed this decision and directed a local investigation, returning it to force to investigate.

The ‘Blacklist’ maintained at that time by a commercial enterprise known as The Consulting Association was a record of individuals believed to have disruptive or subversive stance that could adversely affect the workplace. There is no dispute that individuals named by Peter Francis appear on the ‘blacklist’. However, Peter Francis claims to have been deployed between 1993 and 1997. The Consulting Association record is dated from 1999, two (2) years after Peter Francis’ claimed deployment ceased.

There is no available evidence to suggest that SDS exchanged any information with either the Economic League or the Consulting Association. Twenty (20) test records have been highlighted by the Information Commissioner’s Office (ICO) as being the most likely to be the result of police information. These records have been investigated, revealing numerous alternative sources for information. A Special Branch officer stated in interview ‘The flow of information was purely one way’ the Economic League were a ‘conduit of information’ driven by their sense of ‘civic duty’.
The Economic League was treated as a source of information. It was not Special Branch policy to pass information to them or any other external organisation. There is no evidence that any information regarding the two individuals was ever shared with the Consulting Association.

Allegation - The SDS supplied intelligence to ‘The Blacklist’

20.1 Blacklisting was the recording and management of a list of people identified due to their political stance or perceived disruptive/subversive activity within the workplace. This was maintained by a commercial enterprise known as the Economic League (EL), which closed in 1993. The Consulting Association (CA) was started by a former employee of Economic League’s Services Group around this time. Both organisations were funded and supplied with information by subscribing member companies, and checked their records in order to make informed decisions regarding suitability for employment.

They allege that the MPS and Special Branch (including SDS) were complicit in the supply of information to the Consulting Association and similar organisations. They asserted that this practice led to people being unable to obtain employment. In February 2013 the allegation was referred to the Independent Police Complaints Commission (IPCC) who initially elected to supervise the investigation. Between May and June 2013, they reviewed this decision and directed a local investigation, returning it to force to investigate.

Open source material was recovered and a number of key documents identified. It was established that the Scottish Affairs Select Committee (SASC) had previously held an investigation into the wider issue of blacklisting, in which many of the key stakeholders had given evidence. All of their discussions were published on the UK Parliamentary website.

In sworn testimony to SASC, a member of the Consulting Association stated that his organisation had no link to the police, although he admitted that its predecessor the Economic League did. The Economic League link was confirmed by a former head of intelligence for the group, who stated that he met various police officers on a relatively regular basis, but that any such discussions would not routinely involve individuals.

Much of the media coverage has focused on a statement from the Information Commissioner’s Office (ICO), in which it was claimed that much of the information could only have come from the police and security service. On request, the ICO have provided a copy of the seized blacklist and corresponding personal records.

There is no dispute that the individuasl named by Peter Francis appear on the blacklist. However, Peter Francis claims to have been deployed between 1993 and 1997. The CA record is dated from 1999, two (2) years after Peter Francis alleged deployment ceased.

SO15 records show one documented instance of the exchange of information between Special Branch and Economic League, dating from 1978. This related to a police enquiry about terrorism offences. The officer-in-the-case inadvertently disclosed the terrorism link to emphasise the importance of the inquiry. The Economic League recorded this disclosure as fact, leading to the individual being refused work at a later stage. A complaint was made which was investigated and subsequently corrected. This complaint was brought to the attention of both Assistant Commissioner Specialist Operations and the Home Office. This incident was widely reported in 1981, subject to newspaper reports and a Panorama programme.

On 3 November 1978, Special Branch issued a Memorandum to all officers in relation to the disclosure of information and how seriously they regarded it. It reiterated Metropolitan Police Standing Orders, Paragraph 13 that prohibited searches of Special Branch on behalf of commercial organisations. It also documented that such ‘improper’ disclosure constituted a disciplinary offence. This memo came directly from the then Head of Special Branch.

20.2 Conclusions Operation Herne has established that the individuals identified by Peter Francis appear on the blacklist. However, Peter Francis claims to have been deployed between 1993 and 1997. The CA record is dated from 1999, two (2) years after Peter Francis alleged deployment ceased.

There is no evidence to suggest that SDS exchanged any information with either the Economic League or the Consulting Association. Twenty (20) test records have been highlighted by the ICO as being the most likely to be the result of police information. These records have been investigated, revealing numerous alternative sources for information. A Special Branch officer has stated in interview that, ‘The flow of information was purely one way’ the Economic League were a ‘conduit of information’ driven by their sense of ‘civic duty’. The Economic League was treated as a source of information. It was not Special Branch policy to pass information to them or any other external organisation. There is no evidence that any information reported by SDS operatives was ever shared with the Consulting Association.

The investigation into this matter continues and will be subject of reporting to both the complainants and the Commissioner.
