Rumbelow in Rochdale's Problematic Top Job

ON the 15 OCT 2014, Dan Thompson in the MANCHESTER EVENING NEWS (MEN) announced that 'Rochdale council to fill its problem chief executive post.' At the time the now disgraced Councillor Richard Farnell, the then leader of Rochdale council, described the appointment of Mr Rumbelow, a former director for Manchester council, as a ‘major coup’.
Cllr. Farnell added: “He is one of the country’s most successful and dynamic chief executives. He has a wealth of experience in other chief executive and leading local government posts in the north west."
Then the MEN declared that 'The appointment of Steve Rumbelow, who has been chief executive at Burnley council since July 2006, is expected to be approved at a meeting of Rochdale town hall chiefs tonight' and that 'Steve Rumbelow expected to become the town hall's fourth chief executive in the space of three years'.
A giddy Cllr. Farnell enthused: 'He is one of the country’s most successful and dynamic chief executives. He has a wealth of experience in other chief executive and leading local government posts in the north west.
'Rochdale’s priority is bringing new businesses and jobs to the borough and Steve is recognised as one of the most experienced regeneration experts in the region.
'He has led the transformation of Burnley, which was recently named as the Most Enterprising Place in the UK.'
In 2014, Mr Rumbelow proclaimed that he was ‘looking forward’ to taking over the reins at Rochdale Council.
He added: 'I’ve been looking hard at the current challenges and issues ahead for the council and all our partner organisations. But what I’ve really been struck by is the commitment of councillors, officers and people right across the borough to do the best for residents, and develop new opportunities and prospects.
'Rochdale is well known for its pioneering spirit and I am really pleased to have been appointed to this role, and to be able to work alongside so many committed people.'
In 2014 Mr Rumbelow became the fourth chief executive of Rochdale council in the space of three years.
Roger Ellis took early retirement in April 2012 – a month before nine men were jailed over the town’s grooming scandal – and came under fire for taking a £75,000 redundancy package, despite the town hall failing vulnerable victims of sexual abuse.
Mr Ellis was replaced by Jim Taylor, who faced controversy 2013 when Rochdale council tried to give him a £40,000 pay rise – taking his salary to £170,000 – a move that was ultimately defeated by councillors following a huge backlash.
Hence, the role of Chief Executive in Rochdale has not been a happy one over the last decade or so, it's a troubled trade and we wish 'Two-Jobs Rumbelow' all the best in his multiple roles.

The Cambridge Professor & the Burnley Welder

'WHITE LIVES DON'T MATTER'

I HAVE been writing pieces for Northern Voices for about five years.  Everything I write I try to make sure is factually accurate and if possible provide links to where further information can be found so that anyone reading what I write can decide for themselves whether I am ‘cherry picking’, rather than presenting a full picture.  I do not guarantee that what I am writing now is factually accurate; however I will try.

The reason for my scepticism is that it involves things being posted on Twitter.   

Looking through these Twitter posts and trying to decide who is attacking or supporting who, has all the allure of wading in a slurry pit in open toed sandals.

On 22 June a recently appointed Cambridge professor, Priyamvada Gopal, posted a ‘tweet’ which said I’ll say it again.  White Lives Don’t Matter.   As white lives”.  It has been claimed that she did this in response to a banner flown over a football stadium that read "White lives matter Burnley". Following this, abusive messages directed at her, including death threats and rape, were posted on Twitter.  Having read some of these I can only say that you will meet nicer turds in a slurry pit.

A somewhat more rational response has come from those signing an online petition at Change.org which reads:

"Cambridge must move to immediately discontinue their relationship with Ms Gopal in the best interest of all students and the community at large.”
Her statements are racist and hateful and must not be tolerated by Cambridge University leadership.  Cambridge must move to immediately discontinue their relationship with Ms. Gopal in the best interest of all students and the community at large.”

Her employers, Cambridge University, responded by saying;  ‘The University defends the right of its academics to express their own lawful opinions which others might find controversial and deplores in the strongest terms abuse and personal attacks.   These attacks are totally unacceptable and must cease.’
So what happened to the person behind the airborne banner?  Did his employers rush to issue a statement supporting his right to express his lawful opinion? Not quite!   Jake Hepple was dismissed from his job as a welder by Paradigm Precision.  His girlfriend Megan Rambadt, was also sacked from her job as beautician.  If he is in a union will he get support from that quarter?  I wouldn’t count on it.

One reason I write for Northern Voices is that it makes an effort to implement what George Orwell said:  ‘If liberty means anything at all it means the right to tell people what they do not want to hear’.  As I accept this dictum I cannot support either the petition to have this woman dismissed, nor the actions of Paradigm Precision in sacking this man. 
 
What this shows is that privilege in our society is not about what colour your skin happens to be, it manifests itself in what position you hold, what you earn, where you live and who respects your views.  I’ll let you figure out who I think is the privileged one in this case.  Why is it acceptable for Jake to join the ranks of the unemployed and not Priya? 
 
I have already made clear my opinion of the people who are attacking her, rather than attacking her opinions.   But if she is daft, or naive, enough to post deliberately inflammatory comments on Twitter I’m afraid my sympathy for her is not very great and overall she does not come over as a very nice lady.
According to the website below, “she has earlier called for the persecution of Hindus and branded them sickos.


But for me the icing on the cake was an item in the Deccan Chronicle from July 2018 which mentioned that she had tweeted that she would no longer supervise students at King’s College because the porters did not address her as ‘Doctor’. Isn’t that what you call a ‘snob’?

'White Lives Matter': In defence of doggerel

 'Eliot’s fondness for doggerel and light verse, in particular, was intertwined with a racist notion of blackness as a gateway to cultural disruption and linguistic play.'*

IT was announced last night that the Lancashire police have said that no criminal offence took place when a banner reading 'White Lives Matter Burnley' was towed past the football stadium during Monday night’s Premier League game between Manchester City and Burnley.  It is perfectly clear by now that the language being used here has become 'a gateway to cultural disruption and linguistic play' that is having massive consequences even as I write.

We at Northern Voices would find broad qualified agreement with what Iffy Onuora, the equalities officer of the Professional Footballers’ Association, said on Tuesday that he was hoping that the widespread condemnation of the banner would act as a catalyst for further conversations about the Black Lives Matter movement.  And he concluded:
'The words themselves aren’t offensive, it’s just the context.  It’s the rejection of the conversation we’re having at the moment.  That’s what it represents,' Onoura told the BBC.  'I guess people have the right to do it. For me it’s just proof again that these things can lead to positive things because all that’s been said in the 12 hours since the game finished has been, again, a catalyst, another conversation to have.'

Let's have conversations yes, yet I think we would add that it throws light on the two-faced hypocrisy of some people who are obsessed with skin colour.  What has happened since the flight on Monday night is that it brought forth a barrage of unbelievable humbug and virtue signalling by the most feeble minded elements on the left.

Meanwhile the police have said that after assessing all the information available surrounding the incident, the force had concluded 'that there are no criminal offences that have been disclosed at this time'.
'We will continue to work with our partners at the football club and within the local authority,' added Ch Supt Russ Procter.

I accept that the meaning of words are in their use rather than in the dictionary definition.  But the use of doggerel can be problematic. When more than a decade ago in moving a motion, I broke into some doggerel at a Trade Union Council conference; I was denouncing what are called scabs or sometimes dare I say 'blacklegs' - unskilled workers, who were being used I used rhyming slang or doggerel as 'Chancers - Bengal Lancers' to describe the strike breakers, sadly and predictably, I was challenged for 'racist' talk. 

I do worry about all this po-faced lack of humour on the British left.

Sometimes doggerel has a non-critical meaning: plenty of popular comic poets (like Lewis Carroll or any limerick inventor) had no aim to make great art, just great light verse, and they succeeded brilliantly. They were masters of doggerel. But pity the earnest highbrow poet like the immortal Scotsman William McGonagall whose doggerel was so bad his audience frequently pelted him with eggs and rotting vegetables. Now his poetry was only fit for the dogs.

Claim that Burnley Council lacks serious intent!

GREEN COUNCILLOR FEWINGS MAKES APPEAL 
ON the 4th, May 2018, the news reporter Ciaran Duggan wrote in The Lancashire Telegraph:
'THE Green Party has been elected onto Burnley Council for the first time in its 28 year history. Members described the election result as "momentous" and "historic" after Green Party candidate Andrew Fewings was named the councillor for Trinity ward.'
It was also reported that   'He (Green Party Councillor Fewings) received 789 votes, nearly 500 more than the second placed Labour candidate and outgoing mayor Howard Baker' 

Below Councillor Fewings writes an appeal following last month's Burnley Council meeting:
'I have been working hard since being elected in May 2018 to get Green issues on the Agenda.

'At my council meeting on Wednesday 26 September, I left feeling that the Labour run council are not taking Fuel Poverty or empty properties seriously. They suggested leaving housing "to the market".

Burnley Literary Festival

We thought that you / your readers / people you are in contact with could be particularly interested in one of the sessions:  Anarchist poets and Burnley Wood communes: ‘1968’ counterculture around Burnley & East Lancashire’.

This will run at Burnley Central Library on Saturday 29th September, starting at 11.30 a.m., and finishing a little after 12.30.

The key inputs will be from Tina Morris, a poet and children’s writer, who contributed to Michael Horovitz's landmark anthology Children of Albion: Poetry of the Underground in Britain (Penguin Books, 1969), and Bruce Wilkinson, author of Hidden Culture, Forgotten History: a northern poetic underground and its countercultural history  (Penniless Press, 2017) : http://www.pennilesspress.co.uk/books/hidden_culture.htm

More details: The ‘summer of love’ and radical counter-culture didn’t just happen at the Woodstock music festival or amongst student protestors in Paris. ‘1968’ and its promise of alternative lifestyles and new progressive values drew in young people in Burnley and Blackburn.  The culture and politics of East Lancashire were enlivened by theatrical ‘happenings’ on the streets, and a lively subculture of poetry readings and little magazines. This session will include discussion, reminiscence and declarations, touching on a 1960s obscenity trial in Blackburn, and the beginnings of local co-operative housing and environmental politics.

War on the Home Front (part two)

PART one of this story explained that 13 anarchists in the North-West region were active conscientious objectors to WWI.  As soon as conscription was introduced in February 1916 two comrades, Arthur Helsby and William Greaves, applied for absolute exemption but to no avail.  A third anarchist, Walter Barlow was arrested for ignoring the draft and fined before disappearing for the duration of hostilities.  Herbert Holt, William Hopkins, William Jackson and Charles Warwick were nabbed as “absentees” at Stockport anarchist club, along with Helsby (again!).  The police then rounded up and arrested a further 4 Stockport Anarcho-Conchies (A-C’s) and by the end of the year all but 2 of our 13 (one was still under age and the other elusive) had been collared but that didn’t end their protests.

Happy Christmas Conchies!
Christmas 1916 found 10 of our 13 anarchist conchies in captivity, 7 incarcerated in Wormwood Scrubs, 1 in Leeds Prison and 2 (Greaves and Holt) teetering on the edge of imprisonment. William Greaves hadn’t yet exhausted his escalating appeals for absolute exemption after he’d been automatically enlisted in the Royal Welsh Fusiliers whilst Herbert Holt initially accepted alternative work on a Wakefield “Home Office Scheme” (HOS). Soon both attracted the wrath of the authorities and they were reunited with their imprisoned comrades.

Predictably Pointless Appeals
Herbert Holt was the man who’d argued in court for return of the pamphlets the police seized on their first raid on the Stockport anarchist club only to be arrested as an absentee on their second visit. Holt’s appeal ended with “alternative work” at a new HOS at Platt Hall Fields, Manchester. The scheme aimed to cultivate unused land to increase home food production. Twenty-five or so conchies were billeted in Platt Hall whilst they worked the adjacent fields. As usual, the authorities started taking liberties and when Herbert was ordered to maintain Manchester’s other parks and cemeteries he objected and spent the rest of the war in Strangeways. William Greaves’ sequence of appeals concluded with a court-martial at Oswestry followed by serial imprisonment; Shrewsbury, Wormwood Scrubs and finally Walton.

'Lion Taming'
Arrested at the Stockport 'Workers’ Freedom Group' (WFG) Club both William Jackson and William Hopkins were compulsorily enlisted in the Third Cheshire Regiment and posted to Birkenhead Barracks whose infamous unofficial motto was 'We tame lions here!'  The regiment systematically brutalised and humiliated conchies at their Birkenhead HQ but Jackson and Hopkins remained resolute even after the shit hit the fan.  Slapped, kicked and thrown over eight foot high walls in full public view at Birkenhead Park, along with 3 fellow conchies they were then court-martialled for non-compliance.  Their case became a cause celebre after the national press learned of their outrageous mistreatment.  Despite the officers’ brutality it was the conchies who were subsequently sentenced to two years imprisonment (with Hard Labour) in Wormwood Scrubs.

Protest & Survive
Anarchist club comrades Robert Seaton and Charles Bradlaugh Warwick adopted a contrasting approach to conscientious objection. Seaton confronted conscription head-on whereas Warwick preferred ducking and diving. Initially arrested as an absentee and compulsorily enlisted in the Yorkshire Regiment, Charles Warwick refused to sign his army papers and immediately went AWOL. Posted as a deserter in the Police Gazette he was eventually captured, court-martialled at Blackpool and imprisoned. Subsequently sent to Dartmoor Work Camp he escaped and was again proscribed by the authorities. Arrested inSalford on 24 October 1917 Warwick was charged with forgery, having 'creatively amended' his call-up papers to facilitate his freedom.  Pronounced guilty he was sent back to prison.
Robert Seaton’s straightforward approach was to simply say no to everything, no conscription, no tribunal, no alternative work.  He was the absolutist’s absolutist.  Consequently Seaton is amongst the conchie elite (anarchists form a solid chunk of this group) who endured three courts-martial and three consequent prison sentences; in Wandsworth, Walton and Carlisle.  In July 1917, whilst imprisoned at Walton, Seaton engaged in a mass hunger strike along with around 20 other conchies and Irish Republicans in a solidarity protest against force feeding.  Subsequently transferred to Carlisle Prison, he was incarcerated long after the war ended.  On one occasion, when the authorities feared he might die in gaol, he was “temporarily” allowed out for 28 days under the 'cat and mouse act' but it wasn’t until August 1919 that Robert and the last of Britain’s imprisoned conchies were finally and officially released.
The conchie career of Samuel Brooks, another Stockport comrade, was remarkably similar to Seaton’s.  On occasions they even were court-martialled together and Samuel starved alongside Robert in the 1917 Walton mass hunger strike.
Stockport cotton piercer Alfred Toft endured an extra level of suffering when he went on hunger strike at Lincoln Prison August 1917 in protest against enduring arbitrary punishment.  Twice force-fed through a tube shoved down his throat into his stomach he spent the rest of the war inside Lincoln gaol.
In the inimitable words of Monty Python, 'he was lucky!' - Stockport iron moulder Robert Stuart Williams was force fed more than fifty times in Preston Prison.   Arrested as an absentee in 1916, routinely conscripted into a fighting unit, Robert refused to obey orders and so initiated the usual absurdist cycle of courts-martial, prison, disobedience and then round again.  After joining the A-C elite with 3 CM’s, 3 prison sentences and over 2 years inside to his credit he decided to hunger strike against his continued imprisonment after the 1918 armistice.  As the prison authorities recorded, he was systematically force fed 'to finish or release him'.

Knutsford Welcomes Burnley’s Bakunin
Arthur Riley was a Burnley cotton weaver living at home and supporting his crippled brother and aged mother, who was afflicted with chronic rheumatism. Arthur’s father was already dead, as were four of Arthur’s siblings. It was an impoverished family and the local tribunal initially cut him some slack but in 1917 they demanded his enlistment so Arthur tried to avoid them by sleeping at different addresses. Riley’s opinions on the war were already well known around town as he was an activist who, the previous year, had a long letter published in the local paper defending conchies.  Arrested and tried in September 1917 Arthur informed the court, 'Politically he was an anarchist absolutely and he was an atheist in religious matters. He believed it was morally wrong to take human life or assist in doing so.'  After a spell of imprisonment in Preston Gaol, just before Xmas 1917 Riley was sent to Knutsford Work Camp where, along with 800 other conchies he was housed in the disused prison.  As if that wasn’t bad enough the good townsfolk of Knutsford conducted an unrelenting campaign of violent hostility to the conchies billeted on their doorstep.  An endless stream of stories published in the local press stoked up resentment; 'Milk for Objectors but Not Enough for Babies', 'Proposed Exclusion from Library', 'Freeholders Ban Conchies from Playing Football on Heath' and the cruellest blow of all, 'The Ladies tennis club at Knutsford have decided that any member who associates with a Conchie must resign at once!'
From 7am until 5.30pm Arthur and his comrades were set to work repairing the dilapidated prison building but were then allowed into town as long as they returned by 9pm.  This wasn’t as attractive as it might appear as townsfolk generally refused to serve the conchies in shops and even the local medic, Dr Fennell, boasted, 'He hated them and would like to drown every last one of them…  One was brought to his surgery and he had shown him the door.'   Most nights a hostile reception committee was gathered at the gates awaiting any conchie brave enough to leave the camp.  Violence erupted on numerous occasions and whilst Arthur was at Knutsford one attack was so outrageous that the local authorities were obliged to intervene and prosecute 10 local jingoes.
In Court Superintendant Sutherland explained, 'The attack on the conchies began in Canute Place and ended in front of the prison in something which approached a riot.” Despite damning evidence the culprits were merely bound over and the magistrates expressed their hope that their victims (the conchies) would be removed from the town as soon as possible, and so they were. In the New Year (1918) Arthur and the rest of the Knutsford conchies were transferred to Dartmoor Work camp and as the local paper reported, “There were great rejoicings in the town on their leaving.'

Conscription continued into 1918 and in March, as the Manchester papers reported, 'An impudent and very empty appeal was made by an 18-year-old conscientious objector at the Salford Appeals Tribunal…the youth said in his application that the British war aims were all wrong.  He did not believe in war'.  The Tribunal merely expressed amusement when the young man, 'admitted he was an anarchist' and most reasonably argued, 'that he did not think it was right that Mesopotamia when captured by the British should go to Lever Bros. the soap manufacturers, as one Cabinet Minister had intimated in a recent speech.'  Our anonymous comrade was ordered to report when called upon but appears to have evaded conscription.

Aftermath
As our comrades claimed, this was no war to end wars, on the contrary. Sadly the war’s deadly toll included the British anarchist movement which never regained its pre-war working class vitality. None of our 13 North-Western anarcho-conchies were anything above skilled workers.  Lithographer Arthur Helsby was probably the most elevated and none typified the middle class intellectuals that now characterise our vestigial movement.  Many of the most politically active workers that survived the war fell under the spell of Bolshevism and joined the Communist Party. Burnley’s Arthur Riley was a founder member but now Communism’s also collapsed.  The lessons of history aren’t obvious but our local anarcho-conchies were motivated by an anarchism that hadn’t yet grown world weary, cynical and sectarian.  Their stories are an inspiration.

The Leeds Soviet – 1917!

HISTORY's most remarkable social experiment began one hundred years ago. As the Russian war effort disintegrated, autocratic Czarism was abolished and a revolutionary SOVIET system substituted.  Soviets were collectives of workers and soldiers organised to end the war and radically democratise Russia.  In March 1917 (February in the old Russian calendar) the PETROGRAD SOVIET led the revolution and despatched a four-man delegation to England to encourage British workers to follow their lead.  On 3 June 1917, over a thousand workers’ representatives met at LEEDS COLISEUM, Cookridge Street to emulate their Russian comrades and organise a British network of ”extra-parliamentary Soviets with sovereign powers”. 

Powder Keg
The War Cabinet was worried.  A strike started at a Rochdale engineering company already affected 48 towns and involved over 200,000 workers.  Colonial Secretary Edward Milner confided fears about the Leeds Soviet to the PM, 'this Convention will begin to do for this country what the Russian Revolution has accomplished in Russia…and I fear the time is very nearly at home when we shall have to take some strong steps to stop the rot in this country unless we wish to follow Russia into impotence and dissolution.'

Breaking the Mould
Convened by the “United Socialist Council”, the Leeds gathering included delegates from Trades Councils and Unions, local Labour Parties, the British Socialist Party and the Independent Labour Party as well as independent Socialist Societies, Women’s organisations, local Co-ops and assorted Peace  Groups.

The Yorkshire Evening Post more colourfully described the congregation as, 'a heterogenous crowd of Pacifists, republicans, Pro-Germans, Socialists, Industrial Unionists, Syndicalists and Anarchists.'

With the anarchist movement divided over Kropotkin’s support for the war, both factions nevertheless welcomed the Russian Revolution.  Despite issuing no formal invitations to anarchists, libertarian ideas received full expression from delegates disenchanted by the compromising, careerism of professional Labour Party politicians and Trade Union Officials.  

Four Steps to Heaven…
There were just four resolutions to be voted upon at Leeds, with no amendments permitted. After speeches and debate, all resolutions were enthusiastically supported. They were (in abbreviated form);
a)  'This Conference of Labour, Socialist and Democratic organisations of Great Britain hails the Russian Revolution'
b)  'This Conference...shares with the Provisional Russian Government…the pledge to work for an agreement with the international democracies for a re-establishment of a general peace…a peace without annexations or indemnities'
c)  'This Conference calls…for full political rights for all men and women, unrestricted freedom of the Press, freedom of speech, a general amnesty for all political and religious prisoners…'
d)  'The Conference calls upon the constituent bodies at once to establish in every town, urban and rural district, Councils of Workmen and Soldiers…'

Delegates, Messages and Speeches
An opening message was read to the delegates from an army unit recently returned from France:
'We should very much like to see the establishment of a society on lines similar to those of the Council of Soldiers and Workmen in Russia for we are quite convinced that the great majority of men in the Army are in sympathy with the Russian aims (Cheers).'

Ramsay MacDonald, Noah Ablett, Ernest Bevin, Charlotte Despard, Bertrand Russell and Tom Mann all made stirring platform speeches but the pithiest comments came from Willie Gallacher, Sylvia Pankhurst and Fred Shaw of Huddersfield.

Gallagher presciently advised delegates that the Russian Revolution was far from settled.  Their Russian comrades, 'have the biggest fight on, not against the capitalists of Russia but against the capitalists of other countries who have determined that the Socialists of Russia have to be beaten back.  Give your own capitalist class in this country so much to do that it will not have time to attend to it.'

Sylvia Pankhurst underlined the inspirational importance of solidarity amidst the senseless carnage, 'I am very glad to feel that at last we shall come out of this slough of despond and that the workers will be united in common action'.  She saw Soviets as, 'a straight cut for the Socialist Commonwealth we all want to see'.

Fred Shaw expressed shop floor enthusiasm for 'WORKERS AND SOLDIERS COUNCILS' 'As one of the rank and file I support this resolution because of its revolutionary possibilities. The time is ripe for the working classes to take things into their own hands and follow Russia. This war has driven out of the minds of the workers many of the old middle-class ideas about the State.'

The Next Step
The Leeds Convention set dates and venues for regional follow-up meetings to create a national network of a dozen 'SOVIETS' or 'WORKERS AND SOLDIERS COUNCILS (WSC)'.

The NORTH comprised 3 SOVIETS or WSC, based respectively at Newcastle (“North East Coast”), Leeds (“Yorkshire”) and Manchester (“Lancashire, Cheshire & North Wales”).

As soon as dates and locations were advertised for these founding meetings there were serious problems. Leeds Council had already created difficulties for the June Convention by cancelling the organisers’ original booking of Leeds’ Albert Hall. Delegates were also turned away from Leeds hotels despite having reservations and many had been forced to sleep overnight in railway carriages. When the Government learned of the outcome of the Leeds Convention they determined, in Milner’s memorable phrase, “to take strong steps to stop the rot”. As a result only 3 of the 12 WSC Districts were able to successfully organise meetings without suffering cancellations, bans, violence or arrests and none of these were in the North.

Stopping the Rot - Leeds
When the August date of the follow-up Leeds WSC meeting was announced no specific venue was advertised prompting gleeful press speculation that no-one was prepared to provide a venue for the occasion. Refused once again by the local authority, the press crowed, “the local pacifists must surely have been at their wit’s end to find a hall or they would never have taken the course of asking the Corporation to grant them the use of the Town Hall”.

The Government was even more at its wit’s end that the Council might finally relent so it stepped in and peremptorily banned the meeting under the draconian provisions of DORA (“Defence of the Realm Act”). “His Majesty’s Secretaries of State, in pursuance of Regulation 9a of the Defence of the Realm Regulations…do hereby prohibit the assembly of persons for the holding of a meeting to promote Workers’ and Soldiers’ Councils which is proposed to be held in the City of Leeds on Saturday 25th August 1917 or on whatever other date it may be proposed the same.”

Selection of a Yorkshire delegate to the Central WSC had to then be conducted by postal ballot. David Blythe Foster, a founding member of Leeds Tolstoyan Brotherhood Workshop was duly elected.

Stopping the Rot – Newcastle
The Newcastle WSC meeting was one of the first advertised, 'Saturday 28th July, 3pm, Newcastle Town Hall'.  Then Newcastle Council stepped in and cancelled the booking.  Fortunately the local committee were able to secure an alternative, though smaller venue, Newcastle Central Hall for the same date.  As the Daily Mail reported, it was a lively meeting:
'Violent scenes were witnessed at the conference in Newcastle promoted on Saturday afternoon promoted by the Workers and Soldiers Council… The platform party was about to take their seats when several interrupters broke into the meeting and it was found that the doors had been rushed by a crowd of noisy demonstrators following a succession of free fights.  Mrs Despard made a successful effort to restore order but by that time a young Navy man and others who had mounted the platform endeavoured to address the meeting.  One of the interrupters who wore a gold stripe on his civil uniform divested himself of his coat and baring his arm showed a wound and shouted, That is what I got for fighting for traitors. Colonial soldiers afterwards stormed the platform and a wild scene ensued, during which there were violent altercations and free fights on the platform…It was found impossible to continue the meeting.'

Ashington miner, George Henry Warne, was subsequently selected by postal ballot as the District’s delegate to the Central WSC 

Stopping the Rot – Manchester
The Manchester WSC meeting was scheduled for Saturday 11th August 2.30pm at Milton Hall, Deansgate. By then, violent attacks by soldiers on WSC meetings were commonplace and it was clear this disruption was tolerated if not encouraged by civil authorities who prosecuted the victims rather than the perpetrators. The possibility of such violence was cynically exploited by the authorities as an excuse to cancel WSC bookings.

When Manchester Council banned the Deansgate meeting the booking was quietly transferred to Stockport Labour Church in the hope of avoiding disruption – no such luck! “Lively scenes were witnessed at Stockport on Saturday afternoon at a meeting to elect a delegate to the Workers and soldiers Council. A hostile crowd attempted to rush the hall…Footpaths to the hall were chalked, This way to the traitors’ meeting. On leaving the hall the delegates were set upon on all sides, the women smacking the faces of their pacifist sisters…stalwart men looked most humiliated as they were bowled over and battered on the ground…the rioting continued for over an hour.”

Charlotte Ann Findlay was eventually selected as WSC delegate. She had little political profile but her husband was a well-known lecturer at Manchester University and campaigner for progressive education.

Cracking the Convention
The State’s determination to prevent the Sovietisation of the British labour movement exacerbated pre-existing cracks in the fragile workers’ coalition. Reservations about the whole SOVIET project were expressed at the Leeds Convention by Joseph Toole, who claimed, “There are already sufficient organisations to do the work which has been outlined – Trades Councils, local Labour Parties, Socialist organisations and various other organisations. Russia and this country suffer from entirely different sets of circumstances”. Toole and his fellow Labour bureaucrats, MP’s and Councillors resented intrusion into their petty fiefdoms. The national Labour Party directed members not to have anything to do with the WSC initiative and the Government piled on the pressure. 

In July 1917 the War Cabinet decreed that no soldier must play any part whatsoever in any WSC and to counteract the anti-war appeal of the Soviet initiative the Cabinet agreed to pour government money into building a nominally “independent” national network of pro-war groups under the umbrella of a “National War Aims Committee” directed by the spy and novelist, John Buchan.  When Prime Minister Lloyd-George spoke for the NWAC on August 4th he exemplified this anti SWC obsession, assuring listeners :  'The Nation has chosen its own Workmens’ and Soldiers Committee (cheers) and that is the House of Commons. We cannot allow sectional organisations to direct the war or dictate the peace (cheers)'.

According to David French (OUP) “The Metropolitan Police’s Special Branch MI5 and Military Intelligence were directed to watch militant trade unionists, peace and anti-war campaigners and socialist activists and isolate them from the rest of the organised labour movement and armed forces.” “By Spring 1917 MI5 had compiled 250,000 cards and 27,000 personal files, going well beyond the estimated 70,000 adult enemy aliens resident in Britain at the outbreak of war.” (Christopher Wrigley).

Voice from the Trenches
Despite the best efforts of the authorities some brave soldiers continued to organise WSC. The Midlands’ WSC representative Private Charles James Simmons(CJS), 2nd Worcester Regiment proved most determined. The Government could hardly brand CJS a disloyal coward as he’d volunteered for the army four years before war was declared and had served in uniform ever since. Severely wounded at Vimy Ridge, one of his legs had to be amputated below the knee and he was sent home as unfit for service but “of good character”. As an evangelical Christian and Socialist CJS fearlessly voiced his conscience and back home in England in 1917 Private James tirelessly campaigned for the WSC in the press, on the streets and on repeated tours around the North.

On Saturday 29th September 1917 the Rochdale Observer reported:
'The campaign that Private C J Simmons has been conducting at Rochdale has been brought to an abrupt conclusion.  On Tuesday he was warned by the police against speaking on account of the nature of his remarks the previous evening but the soldier paying no regard to the caution addressed a large gathering.  Private Simmons should have spoken at a similar meeting at Town Hall Square on Wednesday evening. Mr J W Chadwick, who was in the chair, was in the act of calling on the soldier to speak when two military policemen appeared and arrested him.'

Simmons was held in Rochdale police cells overnight before being taken under military escort to incarceration at Chester Castle. After his case was raised in Parliament he was released and discharged from the army in November 1917.  'Ex-Private Simmons” immediately resumed his anti-war campaigning.  Returning to Rochdale the following month, the local Socialist Society advertised his talk in the “Pioneers Assembly Room” with the strap line, “We sang the Red Flag to him last time. Come and sing it with him this time”!

Continuing his tour into the new year, “Ex-Private Simons” got as far as Burnley before in March 1918 the authorities caught up with him again and he was charged under DORA (“Defence of the Real Act”) that, “On the February 21st he did by word of mouth, at the Cooperative Hall, York, make statements likely to prejudice the training, discipline and administration of His Majesty’s Forces”!

Sentenced to three months hard labour at Leeds’ ARMLEY GAOL he was subsequently employed as an ILP organiser and advised conscientious objectors at military tribunals. By then the authorities were confident they had the militants under control.

Wot no Revolution?
Lance Corporal Dudley was initially more effective than even Private Simmons in declaring a Soldiers’ Soviet at Tunbridge Wells on 24th June 1917!  Representatives of half-a-dozen battalions cooperated with Dudley in approving a Soldiers’ manifesto and declaring a WSC.  The Tunbridge WSC proved short lived as an acting Brigadier rigorously enforced military discipline and dispersed the units with Lance Corporal Dudley promptly posted to active service in France. 

Despite all these interventions by the end of September 1917, all dozen WSC districts had managed to elect delegates to the central body. At the beginning of October Britain’s formally constituted national “WORKERS’ AND SOLDIERS’ COUNCIL” met for the first time.

The central WSC subsequently published a seven point programme laying out its formal objectives. It’s sufficient to consider the first to realise how far the body had retreated from its initial revolutionary ambitions; 
'1. THE WORKERS’ AND SOLDIERS’ COUNCIL has been formed primarily as a propaganda body, not as a rival to, or to supplant,  any of the existing working class organisations but to infuse into them a more active spirit of liberty.'

After expressing six more similarly pious hopes the programme added, “A Sub-Committee is preparing a manifesto on A Plea for a People’s Peace and a vigorous campaign is about to be inaugurated”!

The authorities must have been quaking in their boots! “A Plea for Peace” and “A Vigorous Campaign” disturbed no-one. The Grand Old Dukes of the Labour Party and Trade Unions had stifled the movement with bureaucracy whilst the State had exerted its customary range of repressive measures.  Militants were conveniently constrained by red-tape and the movement emasculated.  The resultant WSC programme so lacked vigour and inspiration that that the delegates never even bothered to reconvene.

Lessons from History?
Besides Private Simons only two other WSC delegates fought on for militant socialism, Sylvia Pankhurst in East London and John Maclean on Clydeside. Of the three Northern delegates, both David Foster and George Warne became run-of-the-mill Labour Party MP’s whilst the third, Charlotte Findlay simply returned to political anonymity (her husband made two unsuccessful attempts to become a Labour MP). 

Private Charles James Simmons also represented Labour as an MP but as the Oxford ONB records, 'Simmons was considered a firebrand by political opponents and allies alike…critical of the Chamberlain government for its rearmament policy, failure to support Republican Spain and appeasement of Hitler.'

After Lenin’s November 1917 coup-d’etat Russian Soviets were subordinated to the Diktat of the Bolshevik Party and the four delegates of the Petrograd Soviet, Genrikh Erlikh, Iosif Goldenberg, Alexander Smirnov and Nikolair Rousanov sent to Britain became persona non-grata in Russia. Iosif
Goldenberg, an ex-Bolshevik critic of Lenin perished in 1922, Smirnov and Rousanov emigrated and survived whilst Erlikh emigrated to Poland only to be executed on Stalin’s orders in 1948.

The Russian Revolution was an experiment that failed and Lenin no more than a mad scientist.  Paul McCartney is right and Sylvia Pankhurst was wrong, there is no “straight cut to the Socialist Commonwealth”, only “a long and winding road”.

Brian Bamford on Jim Petty


Seventy people or more attended the
Remembrance Service of James Petty
at Saint Alban the Martyr Anglican
Catholic Church in Salford, last Saturday.

I have reason to be eternally grateful  to Jim Petty, for over a decade ago he rendered a great service to me and my family, when he performed a funeral service for my Aunty Betty at Rochdale Crematorium. 

He did it as a 'Foreigner', as a job on the side or as the Spaniards say:  'Por Gratis!' or as some say 'A Thank you job'. 

That sums up the spirit of Jim Petty:  for whether we call Jim Petty an Anglican, or an Anglo-Catholic or the Father of Northern Anarchism, we haven't begun to describe his nature as a man and human being.  Radical anarchism and human decency grew in his soul as a remarkable human being.

 His early interest in politics was at one time  in the Labour Party, but he never voted Labour after the 1970s.  Though he later he joined the Independent Labour Party (ILP), and was active as a shop steward  in both textiles, where he worked as a stripper and grinder,  and later at Lucas as SHOP STEWARD in engineering.

 IN 2008, in an interview in NORTHERN VOICES,  I ASKED JIM PETTY 'WHY HE CAME TO DESPISE POLITICIANS?'   

JIM SAID IN 2008:

'I JOINED THE LABOUR PARTY IN 1947, WHEN I WAS 14.  THE WORKING-CLASS MEMBERS THEN ALL HAD VISION.  BUT THE PARTY COUNCILLORS & OFFICIALS

WERE ALL ON THE MAKE  NOT MONEY BUT POWER, THEY ALL WANTED TO BE BIG FISH  IN THE LITTLE POND OF THE BURNLEY PARTY..... IT WAS ALL ABOUT GETTING JOBS  & SAFE SEATS  & AT A MAYORS BALL  I SAW A MAN IN TEARS BECAUSE HE'D NOT BEEN MADE A  J.P.  

During this last twelve months Jim had been interested about the campaign of Tameside Trade Union Council in against the blacklist in the British building trade.  Particularly the Tameside TUC book 'Boys on the Blacklist'He told me only recently that when he'd been working at Lucas Aerospace that a bloke had come into the office and asked Jim if he could see the manager.  Jim had asked him why, and the bloke said:  'Do you know that you've got a man called Petty working here?' 

He then proceeded to outline a black-balling account of Jim's history as a trade union activist, not knowing who in fact he was talking to.   

But Jim had many interests, many causes to support, and wasn't just the bosses that wanted to to blacklist him for he had difficulties with his own unions;  the Transport & General Workers Union and earlier, in textiles, in the National Union of Textile & Allied Union.  Beyond that he was even ostracised by some of his own comrades in the Solidarity Federation and the Anarchist Federation. 

In 2003, Jim Petty was one of the people who went on to found the publication Northern Voices.  In the first issue of that journal that he wrote a six-page article entitled 'Labour's Unacceptable Architects of Urban Squalor'  about the Burnley riots of 2001; this was about the indefensible politics of race in Burnley. 

Then, in 2012, he enjoyed writing about the Burnley Liberal M.P., Philip Morel, who had bravely opposed the First World War in 1914.   Of the town itself, he wrote in Northern Voices in 2005:

'Burnley is decaying under the aegis of Burnley Labour Party's modern politics.'  And being asked by me in 2008 'How he reconciled being an anarchist with he religious convictions?' ,  Jim said: 'No problem!' and continued to say 'The basic idea of Christ was anarchism and to share all things in common.'  He then went on to describe the ideas of Gerrard Winstley from Wigan, where there is a Digger's Festival today!  Jim went on to refer me to the Bishop of Alba's ideas in Spain:  what some call the Holy Land of anarchism. 

When the Englishman Gerald Brenan wrote his book 'The Spanish Labyrith' he wrote about the attacks on the Roman Catholic Church by the anarchists and he wrote:

'In the eyes of the anarchists the Roman Catholic Church occupies the position of the anti-Christ in the Christian world.  They see the Roman Catholic priesthood as the fountain of all evil...'

And Brenan tells us to remember our own history  arguing 'one might describe anarchism as the Spanish protestant or protesting heresy which in the 16th and 17th centuries saved Spain.' 

And however violent these 'anarchists may be, Cromwell's independents were violent too, they speak the same language of love of liberty, of dependence upon the inner light that Englishmen used to do.'

This year, Jim Petty said that he didn't feel up to writing in the latest edition of Northern Voices.  He had written something in every other issue of the paper over the last dozen years or so. 

He was a very kind man and he told me shortly before he died that we ought to be very proud of Northern Voices.  I don't know about that, but I am proud to have known Jim Petty from Burnley; the Anarchist and Anglican.

Eulogy for James Petty: Anarchist & Anglican

MOST of you here today will know Jim only in his incarnation as a priest of the Anglican Catholic Church.  Some of us have known him longer and are aware of the extraordinarily wide extent of his other interests and pursuits that made him such a very special person.  I am going to tell you about a few of the aspects of Jim’s life and interests that you may not have been aware of. 

When Jim died he was still full of life and had he been living in a city with a decent Teaching hospital and higher standards of GP care I am sure he would still be alive today and would have received care appropriate to his health needs. But that is all water on the under the bridge and we all have to learn to do without his companionship, his passionate interests and his lively mind.

Jim was born in 1933, in Burnley, the year that Hitler came to power in Germany.  Burnley was then one of the biggest cotton spinning towns in the world and, like much of Lancashire, had a large Roman Catholic population thanks  to the Irish immigration of the 19th and early 20th century. There was also a  strong strain of Anglican partisanship in the region thanks to leading lights of the County having sided with King Charles I in the Civil War and subsequently supported the Jacobite cause as the Stuarts tried to regain the British throne from the  Hanoverians.   So, in a relatively small town there was a considerable level of religious polarisation both between Anglicans and Roman Catholics and between the non-conformist Protestants and the rest.  Jim could not help but be influenced by this local religious culture. He was educated in Church of England Primary schools.  In fact nearly all Burnley’s children were and still ARE educated in Church Primary Schools either Roman Catholic or Anglican and many of them in church run Secondary Schools, too.

Tragedy hit Jim’s family when he was only 7 years old in July 1940. His beloved father, Morris, a Lance-Sergeant in the East Lancs Regiment, was killed in an accident.  He would often speak with feeling of the upheaval in his young life as his widowed mother embarked upon a series of house moves round the town with him and his younger sister Barbara, as she slowly came to terms with the loss of her husband, at the same time fending off proposals from her husband’s family to "adopt" Jim.  The in-laws were relatively well-off and thought it was obvious that they could give Jim a better upbringing than his now single mother.  Their pressures were however resisted by Mona.  Jim, surprisingly perhaps, called his mother by her fist name, Mona!  I don’t know at what stage in his life this habit started!  I met Jim when he was 40 years old and what soon became noticeable  to me was the frequency with which he mentioned the early trauma of losing his father and the subsequent trail round Burnley from rented house to house with his widowed mother with the good quality family furniture being sold along the way.  It was a miserable time for Jim, the child, and he was indelibly marked by it.

If Mona had given in to her in-laws’ pressures it is possible that Jim would have had a different life after the tragedy of his father’s early death.  He would probably have gone to a grammar school and stayed on to take the school certificate leaving exam at age 16.  He could have stayed on into the sixth form and gone to university if he was lucky.  He may even have been a part of the emigration of part of his father’s family to Australia and we could have been deprived of his presence here in the North of England altogether! But as things turned out he did none of these things and his life took an altogether different trajectory. 
Jim’s mother remarried after the war a man called Ben Wright who had been, if I remember correctly, a professional soldier in both the First and Second World wars. Later another sister, Christine, was added to the family. Jim was not keen on his new stepfather at first but eventually, and I cannot say how many years it took, he became very attached to him and never ceased to praise him for the way he behaved towards his ready-made family.  Jim remained the apple of his mother’s eye,  a matter which did not go unnoticed by his sisters! Not that he was spoilt by his mother, far from it, she was apparently a rather severe parent!

Jim’s schooling ended when he was 15 despite his intellectual promise being recognised by his teachers and his being top of the class in nearly every subject.  Nevertheless, the process of self education via his voracious reading habit aided by his wonderful memory for detail never ceased throughout his life and served him well.

So, instead of the Grammar school and the university Jim’s intellectual life proceeded via the Anglican Church ( he was already a Church Warden in his teens) the Independent Labour Party, the Trade Union Movement (where he was a shop steward already in his teens and subsequently a member of Burnley Trades Council), and via various political clubs and evening classes. His intellectual ability as a competent self-taught seeker after knowledge with all the makings of a true historian was not lost on his evening class tutors and I think I am correct in saying that he was offered adult University entrance to an Oxford College in spite of lacking formal qualification.  This he turned down because by then he was married and he considered the financial insecurity and upheaval of such a change too risky.  

It was an awfully wrong decision!  Jim was made for academe and would have loved the life of a scholar with the cut and thrust of debate in the Senior Common Room and the life of a Don.  If he had grasped this opportunity when it was presented to him it may have been James Petty and not David Starkey presenting riveting TV programmes about the Tudors and Stuarts!  And you can be sure the message would have been altogether more complex than the version usually presented. I don’t understand what sort of inhibition prevented him from taking up this marvellous offer.  Perhaps the same stubbornness and sense of duty that led him to insist on leaving school at age 15 when he could have stayed on longer and matriculated.

His interests, apart from the history of Christianity, the English Reformation and Working Class politics encompassed MANY other fields of study. One was the American Revolution.  Here, his voracious reading and capacity for absorbing detail led him to a different perspective from that we usually hear about militant colonial patriots against the tyrannical British Crown.  In fact, Jim called the American Revolution 'The First American Civil War' because  the colonial population loyal to the Crown were equally balanced against those who wanted independence. 

Many loyalists returned to England after the war impoverished by the loss of their property and livelihoods in America and many others trekked north into Canada to join the British colonies there.  I cannot tell you what joy Jim experienced a few years ago when, quite by chance, when exploring a church in Chester, we came upon an 18th century stone memorial  plaque set high on an interior wall detailing the return of the unfortunate deceased from New York, where he was a prosperous merchant and member of the colonial government, to poverty back home in England as a result of the loss of the American colonies. Today we would call him a refugee.   Jim was always able to cast a necessarily sceptical light on the distortions and omissions of the historical record in those fields in which he had taken a deep interest.  His take on the North American 'Loyalists' was particularly of interest to correspondents of his in the United States, developed courtesy of the Internet, who find the “authorised version” of their own nation’s history sadly deficient in the background details that Jim loved.  Well, the devil is always in the detail, isn’t it?  Jim was a master of the details which often escape notice when historians and popularisers generalise about the broad sweeps of events.

From the Independent Labour Party (ILP) and Peace Pledge Union Jim developed into an Anarcho-Syndicalist and was thus fascinated by the Russian Revolution and the Spanish Civil War in which Anarchists played a part.  In the study of these two 20th century revolutions Jim acquired his scepticism of the Marxist version of history and Marxist political tactics.  He was never starry-eyed about the Hard Left’s totalitarian, anti-democratic tendencies. 

Jim’s Anarchism and Anarcho-syndicalism was never just an intellectual, historical study.  It informed all his practical politics, too.  There were no working class causes in Burnley or the country at large that Jim was not involved in - from the formation of Residents Associations in areas proposed for 'slum clearance' in Burnley, to the Anti motorway Action Group opposing the route of the M65 motorway through North East Lancs; from  the opposition to the SPUC campaign against abortion, to the North East Lancs Campaign Against Racism supporting the growing Pakistani population in North East Lancs, and, of renewed topicality today,  the 'Get Britain Out' campaign of the First Referendum against Common Market Membership in 1975.   He was also busy writing political pamphlets and journal articles and often delivering them door to door while being a regular seller of the Anarchist Journal 'Freedom' and 'Peace News' in Burnley Town Centre.  He inspired the launch of 'The Burnley Voice' magazine in the 1970s written and produced by Burnley Anarchist Group, which ran to SIX editions before folding!  

After the fall of Franco and the restoration of constitutional government in Spain Jim led the British contingent of the International Workers Association convened in Madrid in the Spring of 1984. He also later visited Catalonia and Barcelona with fellow British Anarchists to make contact with Spanish Anarcho Syndicalists campaigning to regain control of the substantial property confiscated from their trade unions by the Franco regime.  

He was also active in the solidarity campaign that surrounded the long running series of disputes involving miners which culminated in the year long Miners’ Strike of 1984-85.  And he was involved in supporting the struggle of the print unions against the Murdoch press and the move of newspaper production to Wapping in 1986.  He was also involved in the anti-Poll Tax agitation that galvanised the country in 1990 when the Thatcher government tried to extend the Property Tax,  previously paid by householders only,  to the whole adult population. It was deemed particularly unfair on young adults of 18 years and over.   This was probably the only national campaign that Jim was involved in that was actually a resounding popular success.  The Poll Tax was repealed! 

 Here is what  an anarchist comrade wrote about Jim in 2004:

'The other major figure, who we may call the "FATHER OF NORTHERN ANARCHO-SYNDICALISM", was and is Jim Petty from BURNLEY.  He was National Secretary of the Direct Action Movement in the 1980s at the time of the miners' strike in which he was very active and he was on the DAM Policy Committee which met in Rochdale in the early 1980s.  He never missed an opportunity to get involved in disputes both local and national: like the Grundwick dispute and the campaign against the attempts to set up anti-trade union newspapers.  He helped to develop anarchism in Burnley over many years with John, Judith, Eileen, Reg and others: organising meetings and campaigns for local workers and immigrant labour.  He was prominent in the campaign against the Poll Tax in the 1990s.  Now he is on the Editorial Panel of NORTHERN VOICES and wrote a remarkable essay in the magazine entitled 'Burnley: the architects of squalor'.  
Jim detested the uninspiring local political class of all parties that had permitted Burnley to decline to such a state.

Another historical passion of Jim’s was the South African Anglo-Zulu Wars of 1879.  In the 1990s he visited South Africa twice with Jennifer Taylor and spent several weeks visiting the sites of the battles where the Zulus massacred the British Army’s redcoats.  Jim demonstrated himself as such an expert on the Anglo Zulu Wars that he was subsequently awarded honorary membership of the Royal Geographical Society after displaying his unparalleled knowledge of the Zulu campaigns under the leadership of General Buller to groups of fellow enthusiasts also visiting the historical battle sites and equally  passionate about the history as he was himself.  

Surprisingly, Jim had enrolled as a boy soldier in the Army soon after leaving school.  I do not know how or why this came about.   But he was such a bookworm as a child that the past was more real to him than the present and he admitted that he had fondly imagined himself either in the Palestine Police or  General  Buller’s Fontier Light Horse fighting Zulus in South Africa or on the Indian North West Frontier!  I think the prospect of being shipped off to Korea in 1951 concentrated his mind, however,  and he found that the reality of Army life was not nearly as exciting or as interesting as the books of derring-do he devoured so avidly all his life and well into old age. Anyway, one of his aunts bought him out of his military service contract and, like most Burnley folk in the 1950s he went to work in the mill where, perhaps surprisingly, he was apprenticed to a well-paid skilled trade as a 'stripper and grinder', an engineering job maintaining textile machinery.  

This was probably the only time in his life that Jim enjoyed a reasonable level of remuneration for his labour. He was part of the skilled 'aristocracy of labour'.  Alas, it was in an industry that was in terminal decline in Lancashire and his prosperity was short lived. After he left the textile industry it was pretty mediocre remuneration for the rest of his working life.  Though the wages were poor satisfaction for Jim was in being part of the Labour Movement trying create a more just society. He was a shop steward nearly all his working life until his retirement from Lucas Aerospace in ...?.  

But he had other jobs, along the way, too.  For example at the Burnley Street Lighting Department.  This involved long periods out doors on foot checking and maintaining the street lamps which must have been mainly gas then and he was pretty much his own boss for much of the time.  I recall him telling me about being asked by an old lady in a rural area if he wouldn’t mind cleaning her windows  to which he agreed and he kept on cleaning them for her whenever he was in the vicinity, and all for free!  Then there was the time he was sent to disconnect a lamp that would not turn itself on and off as required.  When he got there to do the job he was begged NOT to disconnect it by a nearby housewife  who told him her husband was paralysed in bed and liked to watch the shadows cast by the flickering gas light on the walls and ceiling of his room at night.  This was before there was a TV in every room.  Of course, Jim complied.

Then he had a job at  Dunn and Co, Gentleman’s Outfitters in Burnley. He really enjoyed selling quality clothes and was offered the job of manager despite his youth. He himself always wore good tweed jackets, handsome waistcoats, “interesting” hats and the best shoes he could afford.  The first time I saw him he was wearing a mustard and brown check hacking jacket and a deer stalker hat.  His ambition lately was to obtain a Sherlock Holmes style caped Inverness overcoat and I did try to get one for him for Christmas last year but unfortunately I was outbid on ebay.  Jim was very disappointed about that failure, I’m sorry to say.  I wish I had managed to win the bidding because I know it would have given him much joy!  

For a year in the mid-1970s Jim joined me in setting up and running a small cafe in Burnley’s St James’s Street.  Catering is very hard, demanding work and requires practical skills apart from chatting to the customers which was Jim’s forte and the prospect which had beguiled him into proposing the scheme in the first place.  So, after a year of meagre wages for him and no wages for me Jim decided to back out of the project with the insightful words that it was “keeping us both in poverty”.  Jim was accepted back into his former job at Lucas which he picked up where he had left off and was altogether much happier in his own office with the essential outside telephone line where he could plan and execute his political campaigns virtually at his leisure. Jim was happy at Lucas.  It was Burnley’s main employer with several different factory sites round the town and a big workforce which was almost like a large squabbling family.  He was full of stories about it as well as about the machinations between various political groupings in and around the Trade Union movement.

Something else I have not mentioned yet is that for several years Jim was also National President of the Jacobite Society an organisation devoted to the memory and cause of the Stuart  pretenders to the  British throne.  Extraordinary, you might think, for an anarchist  also to be an upholder of the rights of a dynastic line.  But Jim was able to trace the Stuart line down to the present day through generations of European royalty and aristocracy.  Of course, his abiding interest centred on Charles I, the defender of Anglicanism and the Church of England against the takeover of the church and state by Puritans and Protestants which ended in the Civil War and the Dictatorship of Oliver Cromwell.  King Charles the Martyr is an Anglican saint as you all know!  Jim was an expert in the whole of the very long English Reformation from Henry VIII, through the reigns of Edward, Bloody Mary and Elizabeth, James I, Charles I, the English Civil War, The Restoration and the subsequent takeover by Dutch William and his English Stuart cousin Mary, AKA “The Glorious Revolution”.  It lasted well into the Hanoverian period with the two 18th century Jacobite Risings in favour of the Stuarts.  

The Scottish connection of the Stuart monarchs and Pretenders may account for Jim’s attraction to Scotland. He often spent a week’s holiday in Edinburgh during the Edinburgh Festival in August with his longtime friend and member of the Burnley Labour Party Les Marsden.  Everything was done on the cheap. They camped in a small tent.  The mind boggles!

Alongside this rich intellectual and political life, the younger Jim had also found time to go courting and to get married to Mary in 19..(?).  It was not easy getting married to Mary because she was from a staunch Roman Catholic family and her mother, who Jim always called Mrs Richardson (?), took exception to Jim’s political activities.  It cannot have helped that Mary was a music teacher at one of Burnley’s Roman Catholic high schools and was herself somewhat in the public eye just as Jim was.  Back in the 1950s it was a big step for a Roman Catholic to get permission to marry a non-catholic. The non-catholic spouse had to promise to raise the children as Roman Catholics and also had to attend classes with a Roman Catholic priest prior to the marriage in order to learn the essentials of the religion they were marrying into.

Well, as an Anglican Church Warden at St Catherine’s, Jim was a rather slippery fish for Burnley’s Roman Catholic priesthood to land I think we can all easily imagine what these pre-marital lessons in the Roman faith must have been like!  surely the RC’s will have learnt more from Jim than he from them?  He will have delighted in pointing out to them in the politest of possible ways their misunderstanding of both the history of the English Reformation and of the relationship between the Anglican Church and their 'New Church of Trent' as he delighted in calling it.  But as the appointed day of the wedding approached (Easter?) with the cake baked and the dresses made the RC clergy had still not conceded that Jim had jumped over the required hoops to marry Mary in their church.  Jim’s version of events was that he made an ultimatum!  If they were not married on the appointed day in a Roman Church they would be married in an Anglican one so the priests had better get a move on and give their consent!  

 When his son Iain came along in 1960 he was duly baptised and educated in the Roman Catholic faith which must have been a bit of a challenge for Jim, but as far as I can tell he accepted it in good faith!  I guess he would have some satisfaction though in knowing that Iain is now a ‘lapsed’ Roman Catholic with no time for “papsts”.  Iain followed Mary’s interests into a career in music but he cannot have failed to reap the educational and intellectual benefit in his schooldays from his father’s bookish, intellectual pursuits.  While Mary and Iain made music in the music room where Mary’s grand piano held pride of place, Jim read his books in the lounge or printed out  political leaflets on an old duplicating machine in the spare bedrooms upstairs.

Jim was not an ideal parent, I’m afraid and after Mary’s sudden death in 1989 the older he got the worse and more remote his relationship with his son became.  Jim kept his life compartmentalised to a great extent and I don’t think anyone, except Iain himself, realised just how dire Jim’s performance as a father became.  If he had been something of an absentee father courtesy of his political activism during Iain’s childhood and adolescence Iain subsequently became an absentee son especially after he moved to live in The Netherlands.  He did return to visit friends in London but Burnley was not on his itinerary.

When he was offered redundancy from Lucas before reaching retirement age Jim accepted it with alacrity and took the opportunity to become a priest of the Church of England and was ordained in 19...?.  When the Synod voted in favour of ordaining women Jim left the Church of England and helped to set up the Anglican Catholic Church in England and it was to this 'project' that Jim devoted much of the rest of his life while still keeping in touch with Anarchist politics. 

The internet is a great thing, isn’t it?  As soon as Jim became computer literate he started participating on various religion and history message boards and spreading the benefits of his learning amongst people who were largely unaware of the Petty interpretation of the historical relations between the Roman and Anglican Churches as well as other wider historical controversies.  Jim obtained enormous satisfaction from these intellectual disputes which provoked him constantly to renew his own knowledge from his marvelous personal library.

You may not have taken Jim for a horseman but he was.  I am not sure how he acquired the skill to ride a horse but he did and he owned three horses over the years - Seamus, a grey gelding, Carina a mare and finally Angus, a pony for whom Jim aspired to obtain a small cart so he could do a little “light carting” and take people for rides on high days and holidays.  Sadly this ambition did not come to pass because of the need for a licence and insurance but it remained a fond dream that Jim liked to toy with.  

Jim had loads of stories to tell about his experiences and adventures while out riding - like confrontations with motorcar owners who thought they had the right of way over horses on the road, and property owners who denied that the path outside their house or across their field was a bridle way when Jim knew it was.  And like the adventures of the 'Cliviger Light Horse', as Jim called them, a gang of rather wild local children on ponies, for whom Jim somehow  became the responsible adult with the duty of protecting them from harm while galloping round the countryside!  Iain was a member of the Cliviger Light Horse and Jim recalls, despite Mary’s injunction to look after him, turning round to see young Iain cantering along with the reins in his teeth while searching for something in his pocket.  Looking after the horses and riding was one of the few things that brought Jim and Iain together. 

Then there was the time when Carina was in season and attracted the attentions of a nearby stallion who broke away from his irate owner, jumped a gate and proceeded to chase and try to mount Carina while Jim was still in the saddle!  That was both frightening and funny in retrospect!  There was a time when Seamus was moved from his grazing in Stoneyholme to another field the other side of town nearer to where Jim lived. Seamus, was lonely though, and missed his horse companions back in Stoneyholme.  One Saturday afternoon Jim received a phone call from the Police about a large grey horse walking unaccompanied through Burnley town centre and did he know anything about it?  On another occasion Jim was riding down a street where a baker was delivering bread and cakes on wooden trays balanced on his head.  Seamus just helped himself to a few teacakes as he passed.

At the same time that he had Angus the pony Jim also acquired two goats and some hens all of which lived on a piece of land land near to Jim’s home in Hollin Hill.  Strangely, he could not bring himself to drink the goat milk or eat the hen’s eggs himself but he liked to keep the animals anyway. He was also suffering from the worst stage of his Meuniere’s Disease at the time and recalled waking up from a dizzy spell lying on the grass with the pail of goat milk spilled on the ground and the goat licking his face! 

Jim was a great lover of dogs and from his childhood to his death there was always a dog or dogs in his home.  His walks with his dogs were an important part of his recreation and it was a trial for him when his mobility problems prevented him from walking as far and as fast as he would have liked.  A lovely story he had heard that Jim liked to repeat was about a dying man who had a “near death” experience in which all the dogs he had ever owned appeared to him in a dream and they all went walking in the fields together.  Jim certainly hoped that this was true and that he too would be reunited with all his doggie pals.  He had no doubt that dogs have souls and will be waiting for us in heaven.    
In hindsight, Jim’s life looks like an ongoing series of battles against the odds and often against the tide of history. Running through it like the main colour in a tapestry is his Anarchism and Trade Unionism and life-long fight against injustice.  But there is also his passion for the minutiae of history alongside Boy’s Own tales of adventure and his championing of lost causes like that of the American Empire Loyalists,  the Martyred King Charles I and the Jacobites, and his defence of the disgraced General Buller who was scapegoated for the debacle of the Zulu Wars.  Jim had a commemorative plate with Buller’s face on it on his China rack!  Then there was his abiding passion for Anglicanism which culminated in his ordination and his support for the cause of traditional Anglican teaching in the face of the modernising neo-Anglicans who now dominate the Church of England.  Though he believed in social justice Jim did not hold that Equal Opportunities Legislation had any role to play in modifying centuries' old religious teaching or practice.


So I guess we have to assume that he was temperamentally disposed heart and soul to defense of the underdog and defence of his principles.  He enjoyed being part of a 'cause', a 'movement' and a 'struggle' and did enjoy occasional victories.  Yes, Dear Jim, you will be remembered for all your passionate battles against the odds, at least for as long as your friends and supporters survive and historians of the future delve into the treasury of paper and internet archives to which you have contributed.
